Strong Support. Shared Vision. Lasting Success.
Cordata Pillar, formerly O2SL & QRT National, is the implementation and expertise foundation behind Cordata's work in communities. Pillar exists to help communities turn coordination into real-world action supporting the people, partnerships, and programs that make meaningful impact possible.
Across each of the Cordata Areas of Impact, Pillar provides the guidance, training, and operational expertise communities need to launch initiatives, strengthen collaboration, and sustain coordinated systems of care over time.
Today, Pillar most often supports communities implementing coordinated response initiatives such as Situation Tables, deflection and diversion programs, and cross-sector collaboration models. As Cordata's work expands, Pillar continues to serve as the foundation that helps communities activate partnerships, align teams, and translate strategy into measurable outcomes.
The Pillar team brings together former chiefs of police, behavioral health specialists, peers, healthcare experts, and community leaders who work side by side with local partners not only to help programs get started, but to stay engaged as they grow, evolve, and expand their impact.
Situation Tables bring partners together to coordinate action around complex situations before they escalate into crisis. In a structured, multi-agency setting, organizations across healthcare, behavioral health, public safety, human services, education, and community organizations meet regularly to identify elevated risk and align support. By creating shared responsibility and clear follow-through, Situation Tables help communities intervene earlier and ensure individuals receive the support they need.
Cordata is the only U.S.-authorized provider of official Situation Table training, mentoring, and technical assistance. Developed by the Global Network, the Situation Table is a proven, risk-driven rapid triage model that brings human service providers together to respond when individuals or families face Acutely Elevated Risk (AER). Designed for those experiencing the highest levels of composite risk, Situation Tables enable agencies to collaborate in real time without ownership by any single organization. Public safety partners participate as supportive collaborators in pre-incident intervention, strengthening community safety and well-being.
Powered by Cordata Pillar, communities gain the expertise, structure, and ongoing support needed to sustain this work—transforming informal collaboration into coordinated, accountable action and enabling earlier intervention with measurable community impact.

The Project Management Adherence Tool (PMAT) helps communities evaluate and strengthen their initiatives over time. This self-administered assessment provides a structured framework for identifying strengths, gaps, and priority needs while establishing a baseline for measuring progress.
PMAT evaluates programs across six domains:
Infrastructure and Operations
Sustainability
Community Alignment
Learning and Improvement
Partnerships
Outcomes
By combining qualitative insights with measurable indicators, PMAT helps communities track maturity, guide strategy, and demonstrate impact. To learn more about the development and real-world application of the Project Management Adherence Tool, read the published research exploring how PMAT helps communities evaluate program maturity, strengthen coordination, and advance deflection and community-based initiatives.
